Hi ahmed
internet explorer can't open from desktop or quicklaunch?
You don't mention which version of Windows you are using, so I'll have to
take a guess at a solution. If you have other than XP, please post the
version.
Your desktop Icon may have become corrupted. Try the following and see if
it helps. If the new Icon opens IE, then delete the original one on your
desktop. If not, then you may have other issues.
Just go to Program Files>Internet Explorer>scroll down to find the
EXPLORE.EXE and right click on it, select Create Shortcut, and then copy it
to your desktop. Or just drag it to the the desktop.
or ...for XP:

Control Panel-Display Properties-Desktop tab.
Customize Desktop
or…
Right click on any blank area of the desktop and select Properties.
Click the Desktop tab>Customize Desktop.
Place a check mark in box next to Internet Explorer.
See if that restores an original icon.

Use Control Panel's Add/Remove Programs applet.
Click on Add Components and put a checkmark beside
Internet Explorer. Note the Description under the list
when you have selected it...
Description: Adds or removes access to Internet Explorer
from the Start menu and Desktop
Also check for spyware/malware on your system that may be causing the
