Internet Explorer ActiveX update

Can anyone explain what this "Internet Explorer ActiveX update" is all about and how it effects Internet Explorer and Outlook Express?

The text is very confusing as to why it's necessary, what it does and what settings needs to be adjusted (and how it's done) after it's installed?

This update has not been released yet. When it is, it will only affect
WinXP SP2 and Win2K03 SP1.
