I don't think you can ... IE, any variant, is not a 'browser std' ... you are more than welcome to prove me wrong. 
You can turn 'em off in other browsers ...
Firefox ...
in the address box type about:config
In the filter box type icon
Set browser.chrome.favicons to False
Set browser.chrome.site_icons to False
Quit and Restart the Browser
You could try and block the favicon.ico but I have no idea how, or you could ask every website you visit to stop using them.

FF can be a pain have you tried Maxthon, its a browser thats like a shell to IE7 a lot more configurable and customisable "i have IE7 installed but only use Maxthon".
