Internet Explorer 6 troubleshooting

I am hoping that someone can help me. Everytime I am
playing a game on my pc or my pc is just sitting idle,
Internet explorer keeps loading a web page and says that
is page is not available offline, the problem is that I
never even tried to load a web page or anything it just
pops up uninvited, when playing a game it pops up behind
the game and slows it down, sometimes it loads several
pages and goes on and on then I have to close them. I
have tried to do a repair, I have unistalled and
reinstalled, still its doing the same thing. This is
really starting to annoy me, please anyone, help.

I have a pop up stopped installed on my pc, I have a pc

bug doctor installed, I have tried spybot, but am still
getting that annoying pop up while offline. I am only
getting this pop up when I am not connected.
