Internet Explorer 6.0 Error Message

On the menu bar when I go to Tools/Internet Options I get
an error message stating that "This Operation has been
cancelled due to restrictions in effect on this computer.
Please contact your network administrator". I am running
Windows 98 and have installed all the critical updates and
security patches, and the system runs Norton Antivirus.
However, the problem just started happening, not related
to any updates, software installs, etc. I can access the
Internet Options from the Control Panel without any
problem. Any ideas?

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel". See:
