internet connection problem

I have 4 users on my XP Pro machine. I am using ppoe dsl. when i use the 3 users to connect to the internet they connect with no problem, 2 have admin. permissions and the 3 one just user permissions. the fourth one i have made new serveral times as either regular user or administrator and i can not access the internet with this account. also how do i enable the guest account to access the internet.
