Internet connection From a Pocket PC device

I am now assessing the feasibility of a system that will require users of
the Pocket PC device (I assume it will be WM 2005) to connect to a
website/web service to upload . download a file

Is this process similar to the process of using a PC based system or it
requires some extra work?

It's similar. Since the device is probably only intermittently connected to
the network (and the network may only be intermittently available, even),
you have to be more careful about making sure that you handle the cases
where a disconnect happens during a transfer, where there is no network
connection when you want one and you have to establish one, and where there
is no network available (you're in a tunnel), etc.
