I don't know what you mean by a network bridge, but anyway I run XP Home and
you go into control panel, network connections and right click your
connection icon click properties and along the top there are tabs for
General/Options/Security/Networking/Advanced and the firewall is under the
Advanced tab.
That's how it is on my setup.

AFAIK a Bridged connection cannot be firewalled or be on ICS. The Internet
Firewall should only be enabled on your Internet connection. The internet
connection should not be bridged with the LAN connection(s).

With only 2 computers a network bridge seems redundant. Unless you
specifically need this, unbridge your connections.. at least the internet
connection. Then you should be able to turn on the ICF.
