Internet Connection fine but downloading not....HELP???

okay look

I am not to partial in admiting I have a problem, but my problem is like having a broken leg, it just aint healthy..

It stated about a month ago...I noticed my computer would dial up like normal, but after a few web pages, it would just stop. I could not figure it out so I formatted and reinstalled, that seemed to fix it for like 3 days, then it started again, I spent all day trying to fix it, I adjust, and tweak, and reprgrammed and everything, but nothing would work, I called my ISP and they had no Idea what would cause that, however, I know that I can stay connected to things like AOL instant messanger and Kazaa, and continue to download if I am already in that program, but the moment I open IE 6 it stops loading webpages, and display page not found, or DNS error, and well I can still chat, but I cant do anything else, because the speed of the downloads even in Kazaa drop to like.o1 kb/sec so there is not any use to be on the thing, and well I came to this site and was hoping for help, all that I received was a run around, and a hastle, I was not informed not even in the End user agreement of XP pro build 2600 that I would be charged for a help on there product, and then they wanted all this information that is not necasary cause even xp home is having problems, so it is not whether it is updated or new or what version or what ever, it is XP and the ISP dial up something or another.....well sorry that I rant, but I need help, I am losing money here, and I need some one to gimme a little advice....and please Dear GOD dont say format and reinstall....

oh by the way, I am using a friends computer with 98SE on it...

if you want to tell me something else, then tell me why I am restart or having a physical memory dump if I try to multi task, or play a movie or a game, and then my computer says it just recovered from a serious error....that is about 2 months old error though.......like I thought XP pro was like error proof, and stuff??? I can bomb it off, can you???

Yes it is. Without that information they won't be able to help you. There
is a reason they ask for all of those particulars. I don't have an answer
to your problem, but I do know that when tech support asks you a question
about your computer or the components attached to it or the software on it,
it is not just to be making conversation. They have a reason for asking.
They are trying to get to the bottom of your situation with all the correct
information. IF you really want the help you will answer the questions they
ask as completely and correctly as possible. Holding anything back from
them will only cause miscommunication and their inability to correctly
assess your situation and they will not be able to assist you.


Furthermore, your run-on sentences are very difficult to read and
understand.
