Internet Browser Error

Everytime I try to open the Internet browser I get the
following Error
access violation at address 01f645fd in
module 'ISengine.dlll'. Read of address 00000000

If anyone has ran into this before any help would be
appreciated,

Module ISENGINE.DLL is part of the Intellistopper Toolbar
addon for IE.
It suppose to block pop up ads.
It does not work well and is downright nasty to some
systems.
Uninstall it from the Add/Remove section of the Control
Panel
