Internet banking problems

I'm not sure how to ask this question so here goes! I
recently updated my computer to 2000 Pro from 98SE, ever
since I have been unable to do my online banking. I can
access my account but when I have to pick another link to
go to the "bill Payment" portion of my account nothing
happens. It almost acts like a Pop-Up stopper block's the
entry. I do not have a Pop-Up stopper program. I have
Norton 2004 Professional for anti-virus and a Spy Sweeper
program(had problem before installing)but no Pop-Up
stopper. My questions really is are there any settings in
IE that need to be set or could 2000 Pro be causing this
problem. I have been told that since my bank account was
created when I was running 98SE that there may be a
conflict with my bank since I upgraded. If anyone can help
that would be great. Hard to pay bills!

Ensure win is updated, In internet options Advanced Tab set to defaults and
under the security tick Use SSL 2.0, SSL 3.0, TLS 1.0.
Its also possible a java problem, when clicking link is there any java msg
in status bar?
You may need to install Sun Java runtime
