Internet animation not animating

When I get on the web and bring up www.worldnetdaily.com which has blue "Breaking News" animations to the right of their newest article titles, I don't get any movement of these animations. They're totally stationary. Does anyone here have any idea what program I might be missing or what file(s) of mine might be corrupted?
 
Go to Internet Options..advanced tab and make sure play animations in web
pages is checked.
