Internet and System cleaner

Where can I find a thorough internet file cleaner that cleans up
index.dat files traces everything. Also something that cleans of
garbage files on the rest of drive

Bear in mind though, that since the index.dat files are protected
system files, they can only be deleted by a batch file at system
startup. Both of these programs do this. Also, if Windows finds the
index.dat files missing at startup, it recreates them (empty though.)
