sceenario: Small office network setting where some
computers are allowed to access internet. We are using
Windows 2000 Server.

How other computers can be allowed to access internet?
What and where changes have to be made?

You didn't give much information about your existing
equipment so I'll throw out an answer based on how I setup
small workgroups of two to ten stations for Internet
connection sharing.

1. Get DSL or Cable service from an ISP.
2. Connect a Linksys DSL/Cable router to the DSL/Cable
modem.
3. Connect the router to your existing network hub or
switch. Usually there are 4 ports available on the router
so as an option you can just plug the workstations
directly into the router.
4. Adjust the Linksys router to provide DHCP service to
the Network.
5. Set the workstation TCP/IP properties for automatic IP
assignment and automatic assignment of DNS.

That is about it. Of course, there are lots of other ways
of doing this but I like this method because it is highly
reliable and pretty inexpensive.
