I am running a windows 2000 ad intergrated network with
dns dhcp running on the dc. I was wondering is there
anything in the dns or any snapin tool to disable a scope
of dhcp address, internet access and/or limit them.

Don't provide a default gateway in the scope and those systems
receiving those DHCP assigned addresses can't get out. If you are
really trying to block access, you need a proxy server.

Will that prevent the ipaddress going to the computers
that need to get on the internet?

You either need to use two scopes, probably with reservations, or
manually enter the gateway address in the systems allowed access.
Also, this is a *per system* method, users on those systems can get
out. It won't work if your users roam or switch systems, or if two
users are on a system and one needs access and not the other.
