I have Win XP pro SP2 , member of a network with a router. (Ther is no
domain controller).
1)How can i restrict access to the internet?
2) Could i restrict use of internet explorer and allow windows updates ?

See if your router device can restrict outbound access to the internet which
they often can for selected IP addresses. For that to be effective you would
want the computer that you want to restrict to have a static IP address
[unless you can use mac address] and make sure the users that use the
computer are not local administrators who could change the IP configuration.
You could also use a personal firewall though unless it is a personal
firewall that can have different settings per user like PortsLock it would
apply to all users on the computer. A personal firewall like Zone Alarm,
Sygate, etc can restrict internet access by application and they and others
are free for personal use. The free Shared Computer Toolkit from Microsoft
may also be able to do what you want if you want to allow some users on the
computer to use IE to access the internet and not others. -- Steve
