Is there a program which will make the internet unaccessible at times
during the day which I specify, and makes it difficult, but not
impossible, to remove this rule?

What I do exactly! Sometimes I have to unplug it literally from the wall
due to the enormous number of electrcal storms in the area. I use Outpost.
It is fine but today for the first time in months it was 'acting up'.
Causing an 'default error'. That ocurred about six or seven times in the
past two days, but seems to be ok again. With the exception of those times
which thankfully are rare (but several within a short time when they do
occur) I've no fault whatsoever with Outpost.

I remember seeing a firewall that will do this for you, allowing
an override with a password. Sorry, can't remember the name but
I think it was a freeware one.
