You don't mention the version of Windows you are using, but, as it is
happening on several computers in an area, it is likely something that is
installed on them, or perhaps a setting. Try the following and see if it
helps:
Blank - Empty - White Pages
Go to Tools>Internet Options>Security>Custom Levels> Check to Enable "Allow
META Refresh."
Go to Start>Run> and register the following dll's by using
regsvr32 command. Try the first 2, then see if it resolves the problem. If
not then register the rest of the .dll's:
Enter each command one at a time and hit enter after each one. You should
see a message box that say it has been registered successfully.
regsvr32 urlmon.dll
regsvr32 actxprxy.dll
regsvr32 scrrun.dll
regsvr32 msxml.dll
regsvr32 mshtml.dll
regsvr32 shdocvw.dll
regsvr32 browseui.dll
regsvr32 msjava.dll

Check IE>Tools>Internet Options>Connections tab
Click on LAN settings
Under Proxy server: If you do not need to use a Proxy, be sure that "Use a
proxy server" UNchecked.
This can sometimes prevent IE from displaying web content
