Intermittent IE startup

More of a long-term niggle that is fast becoming frustrating.
I have had for some time a problem whereby IE will not appear after clicking
on the Desktop icon, QuickLauch icon, a link from within a document (e-mail,
or other) or any other method. If I bring up the Windows Task Manager, click
on the Processes tab, I can see iexplore.exe, but no appearance under the
Applications tab.
A further click on any of the above may result in the appearance of IE or
not. Eventually, my best approach seems to be to click the 'End Process'
button in the Task Manager's Processes tab for each appearance of
iexplore.exe, then try again with one of the icon links which usually works
(but not always the 1st time!).
Any ideas, please?
[IEv6. Windows XP. This problem has been here for the last year and I have
upgraded since the problem began to XPsp2 and have all the latest upgrades
for XP and IE (currently 6.00.2900.2801.xpsp_sp2_gdr.050301-1519)]

Check for other unnecessary processes?
I have seen this symptom caused by the Java utility jusched.exe
Disable it from Startup using msconfig.


Or, check for interfering third-party programs in general.
This could be broken spyware. E.g. instead of just temporarily hiding
the app while it does its thing it looks as if it has forgotten to or been
prevented from returning normal control (e.g. perhaps the remote host
is busy or not active or blocked.) Etc.

I've check in the Task Manager for 'jusched.exe' but it isn't there.
Re, interfering third-party programes etc., any ideas on where to start?
