Intermittent display problem

My computer/monitor are acting strangely. He is what we've tried so far:

1) On boot, monitor is black screen with occasional white blip at across
2) Repeat above 2-3 time3, then display comes up correctly, all
programs/features/etc work correctly
3) When monitor is black, another comp on same LAN accesses all shared files
and features of 2350 CPU correctly
4) Run Dell built-in monitor test (red/green/blue/white bars moving across
screen) - black screen
5) Connect monitor to another working CPU - 1st boot, black screen - second
boot OK
6) Moved another working monitor to 2350 CPU - booted several times - all OK
7) Rerun monitor r/g/b/w bar test - OK
8) Reconnect monitor to 2350 CPU - boot up - display OK

Anybody care to hazard a guess as to what's going on here? Would really
appreciate some help.

You already proved what's wrong: it's your monitor. You did exactly the
right troubleshooting. You connected the computer to a different monitor
and found no issues. Therefore the problem doesn't reside on the computer.

You then connected the monitor to a different computer and reproduced a
problem. Therefore the problem is with the monitor. If it is under
warranty, call Dell. If not, replace it.

It's normal for hardware issues to be random and to sometimes disappear when
hardware is cold or warm because of contraction/expansion.

May I can ask one more 'opinion' question?

This monitor is out of warranty. It was a replacement after the original
died within the warranty period. I have always assumed it was a
reconditioned (I believe Dell says they will do that someplace in their
warranty literature), although I don't know.

My opinion question is whether you consider a
rebuilt/reconditioned/rewhatever monitor is a wise choice? (The comp is
about 4 years old.)

1. Only you can decide whether (for the price you paid)
4 years satisfactory service from a monitor was a good or
a bad bargain.
2. Prices have fallen so steeply in four years that you can
today find top-quality used CRT monitors of 20" size
(recommended) for $25 to $50 and expect another 4
years' satisfactory service. Some of mine last 8-10
years (but quality and reliability were much better
10 years ago.)

As you say, this is my own personal opinion but with LCD monitors being so
cheap nowadays I would never buy a used/refurbished one. You can get a new
big flat panel for around $200. I like Dell, Samsung, and Viewsonic
monitors.

Depends on the item and manufacture. If the item such as a CRT monitor is
repairable then you may receive a repaired monitor or take it to a repairer
and they repair it for you and charge the manufacturer. I would go for new
LCD where possible (I also go larger but deonds on your use) when out of
warranty.
