Intermittent cold boot hangs

70% of the time my system hangs at or just after the boot screen when
switched on. The reset button and warm boots seem to be OK. The other 30% of
the time cold boots are OK as well. I have no viruses, and this issue
started only within the last month after I moved to a new house where the
computer is in colder surroundings (the basement rather than an upstairs
bedroom). System is 1700 P4, running XP, 2 HDs (80&80), CD writer, 4xUSB,
and 350 w power supply with AMI BIOS release 08/30/2002. The system is 15
months old. Any ideas where to start diagnosing this?
