interative buttons & drop down menu

I've made a drop down menu with interactive buttons (using frontpage 2003)
It works great except it takes forever to load once I view it online. I know
this is because of the mutli types of pictures of the "interative button"
used in frontpage.

How would I make it load a little faster?
Do I need to use different "buttons"?
Would I use single picture buttons or create my own buttons?
Is there a way to make text boxes as buttons instead of images?

If I need to create my own is there a good program out there to use? (I have
different ways I can create images on my computer, but want to see what
programs are good)

Anything you do w/ images w/ multi states will still all need to be loaded
- don't use all 3 states of the IB or create your own IB
(see http://support.microsoft.com/default.aspx?scid=kb;en-us;555010)
- use css for the dropdown (w/ say a single button background image)
- or just use text
