interactive logon legal text

I'm trying to implement a logon banner and have set the interactive text in a
GPO that's being applied to an OU. However, the computers in this OU are not
receiving the logon banner. GPResults in GPMC says the winning GPO is the
one with the logon banner, the registry shows the logon banner, and gpresult
from a command line on the computer shows the logon banner GPO. We're
running AD on Windows Server 2003 in Native Mode. We have more than 512
characters in the text. I read the danger of creating the GPO on Windows XP
or Windows Server 2003, so I deleted and re-created the GPO on a Windows 2000
Server with SP4.
Any ideas?

Have you given the banner a title? It wont work without the title option
above the policy you are configuring.

Sorry, that reply was awful.

Underneath the Message text for users... policy settings is Message title
for users attempting to logon. The two go together. The former wont
display without the latter.

Yes, the message title is also filled out. Actually we didn't want a title
so it's defined but blank.
