IntelliPoint 7.0 CEIP annoyance

I upgraded to IntelliMouse 7.0 and now on every reboot I get the balloon
window asking me to join the Customer Improvement program. This is VERY
annoying. I have even tried checking the box to join the program but the
setting is not retained and the balloon keeps coming up. Please help me turn
this off!
 
You could try uninstalling the Intellimouse software. With very few
exceptions it should function just fine using the built-in Vista driver.

....Unless your mouse has a lot of buttons, that is (more than five,
including the wheel as a middle button).

Well, it has 5, and without Intellimouse I don't get the nice list of things
I can assign to any the buttons (like the magnifier, which I actually use),
or even set wheel-down as middle-button-click, which I need.
 
Some further information:

I see in the registry in HKEY_CURRENT_USER\Software\Microsoft\IntelliPoint
there is a value BalloonHasBeenShown=1. IntelliPoint 7.0 seems to be ignoring
this.

I have even tried agreeing to the CEIP by checking the box offered by the
balloon, and/or running "quality settings" and checking it there, but the
balloon still comes up on the next reboot. I see in
HKEY_CURRENT_USER\Software\Microsoft\IntelliPoint\SQM there is a value
CEIP=0. When I check the box accepting the CEIP that value is set to 1.
However it somehow gets set back to 0 prior to or during the next reboot.

I have uninstalled 7.0 and reinstalled 6.2 and the problem has gone away, so
I believe I can blame 7.0 specifically.
