Intel® Celeron or Pentium 4

How is the performance on the celeron compared to Pentium 4 - both 2,4 ghz.

As see the Celeron has a 128 kb cache and the Pentium 4 times as much.

How much impact will that do on a server if a Celeron is chosen?

The Celeron has a 400 front bus, the Pentium (C) has an 800 FSB.
Is the $80 price saving worth the performance difference?

You may as well build the best system possible.
 
No - you are right the $80 is a minor investment for a better system
performance.

If I was building a server, I would use neither.

Xeons and Opterons do though.

Until we know what this "server" will be doing and what the budget is, why
suggest the two most overpriced options? Half of the servers out there
would be fine running off a Celeron 300. The worst thing to do is throw
money where there's no bottleneck... usually a LAN upgrade or redundant
power, mirrored arrays, are better ways to spend the $.
