Intel D850GB won't power up

This is an old mobo but it's been running for ages. Last night had a
power failure, the machine shut down and now won't power up. There's
power on the board (standby light comes up) but press power on button,
nothing happens.

I've pulled the CMOS battery for (more than) an hour as recommended by
Intel, but still nothing. I've seen this happen before and it started
working. At the time I thought I'd blown the mobo, but the new one
(refurb) behaved exactly the same way! <g>

I've pulled everything out of the board, nothing. Except the standby
light, indicating the psu is fine.

Standby light being lit just means it's getting enough 5VSB to light
up, nothing about all the other power lines.

Also, check for bad capacitors.

The standby light being on does NOT necessarly mean that the PSU is OK. I
would highly suspect the PSU, since you've replaced the motherboard.
