Hi,
Is it necessary to install intel application accelerator? I have a P4Pe
with winxp and I never noticed any difference with it so I didn't install on
this nicely formatted hard drive.

Just the ATA drivers. Hmm I am running two sata drives in raid
configuration. so the drives are not listed in device manager under ide
ata/atapi controllers (in fact they are not listed at all, I just have a
raid and fasttrak controller under scsi and raid. So, I am not sure if I
need it still.

Hasn't been used for ages; according to the link that was posted, it
doesn't even apply to your chipset, if I'm not mistaken. So the
answer to your question is no.
