CVan you make a decent insurance agency management system with scanning and
download capabilities from Access
 
Access is a powerful platform upon which one could design an application that
would implement the information related aspects of managing an insurance
agency.

Doing such yourself would involve learning Access and then doing the work to
design the application. Folks in the forum would be happy to help with
questions along the way.

Yes, but it could take you a few years of full time work. What do yo
mean by download capability?
