Installshield Error 1931

After I used installshield to pack my program, then I tried to install
the program into other computers such as window XP, window 2000. It
shows the following error:

Error 1931. The Windows Installer service cannot update the system file
C:\WINNT\system32\msdxm.ocx because the file is protected by Windows.
You may need to update your operating system for this program to work
correctly.

Does anyone know how to remove this error message or solve this kind of
problem?

msdxm.ocx doesn't seem to be a redistributable file. It doesn't show in
VS6's redist.txt or VS2005's redist.txt files.

According to Google....

seconds)

....that file is installed by the media player so it's probably going to have
to be installed by the end user (when they install media player)
