Installing

Im trying to install windows xp home on to a new computer and am having difficulty doing so. Ive partitioned the new hard drive. When I boot up the computer I just get the message "Missing Operating System" and it wont let me do anything. I need help?
Any Thoughts?

Are you booting with the CD-ROM disc in the drive? If so, have you checked
your BIOS to ensure that booting from the CD-ROM drive is an option?
