installing xp service pack 2 and 3 on a computer without internet

I have a computer that was recently thrown offline because the wireless
internet router was set to a wpa password instead of a wep password. I assume
this is because my computer is ill-fit to cope with a wpa password, so I'm
trying to update it.
I haven't installed service pack 3, and when I tried to do this I got the
message that 'the expected files weren't found on the system' or some such. I
then assumed that I also needed to install service pack 2 - I had so many
problems when I downloaded that originally that I removed it again.
Here's the glitch. I need a service pack 2 version in Norwegian, as my XP is
set up in Norwegian. What's more, I need to download that onto another
computer (that has Windows Vista), using a USB memory stick, and then move
that to the afflicted one and install it there. I can't get the Windows
Update to work for me in this respect, and I've searched the web for hours
without finding anything useful, for service pack 2 or 3.
It seems I have to be online to install the service packs, and I have to
install the service packs to get online. I hope someone out there can help me
with this, because I'm going slowly crazy here :)

I am pretty sure that you need not to go online to install service packs.
Indeed the service pack is incremental. Meaning to install SP 3 you would
need SP2 to be installed in your computer first. I suppose you can go to
Windows download center to get the update on that. Although I am not pretty
sure what is so different when it comes to setting up different language OS,
I suppose that you could just install Norwegian language pack during
installation.

But it seems to me that I have to have a connection to Internet to go to
Windows Update, or to access any other updates available. As it is, my
computer is completely blocked from the net - no communications take place at
all. So my computer is unable to get the service packs on its own, or seek
any kind of external help...
