installing updates

We have a policy wereby users cannot change the windows
update settings in control panel from auto update and
apply, but upon manually visiting the ms update site it
appears updates arent being applied. i go to local group
policy to see were the settings are being applied from and
it shows not enabled. any ideas were these settings can be
changed on the local machine so it no longer is set as
`auto download the updates' ?

go to start/ run and type in this command "gpedit.msc"
then Admin. Temp./ windows components/ windows update
