Installing updated video driver: no picture on boot

Hi:
I knew how to handle this in 98SE I think.
I tried to update my video drivers (ATI). After uninstalling per
instructions, when I rebooted I got "input signal out of range" on the
monitor and no image, so I couldn't install the new drivers. This is the
first LCD monitor I've had (Neovo F-417) so perhaps there's something I
should have done prior to restarting.
I used "go-back" to recover. It's not an emergency to update the drivers,
but they fix one or two niggling problems with a couple of programs and I'd
like to put them in.
I'm sure I'm missing something simple. Any help?

When booting, hold down F8 (Ctrl also works sometimes) to get the boot menu.
Choose Safe mode and install new drovers from there. (Should work also with
LCD screen)

Hi Bruce,

This has to do with your refresh rate. Boot into safe mode and change it.
If nothing else, go to Start/Run/msconfig/Boot.ini and choose
/BaseVideo.
