Installing the Dsa.msc tool

We are delegating control of user entry (specifically inputting email
addresses, telephone numbers etc for thousands of users) to some of our
administrative staff.

We will need to install the DSA.msc tool to allow these users access to AD
Users & Computers to input this info. I know that installing adminpak.msi
will install this and many other management tools onto each of their
individual workstations. Obviously I would rather not have them see the icons
for WINS, DNS, DHCP, DFS etc......is there a way to install only the DSA.msc
tool and none of the other ones?
