Installing services with startup type auto from command prompt

Is it possible to install a service with startup type auto from the command
prompt in Windows 2000?
 
You'll need a utility from the Resource Kit called instsrv.exe (resource
kit available from
http://www.microsoft.com/downloads/details.aspx?FamilyID=9d467a69-57ff-4
ae7-96ee-b18c4790cffd&DisplayLang=en)

Command line usage:
instsrv ServiceName PathToExecuteable [-a AccountName] [-p
AccountPassword]

Do I really need to download those 11.7 MB to be able to do that? Is there
no smaller download?

Have you got an XP desktop anywhere that you can install it? You only
need the copy instsrv.exe from it once installed.

ls.asp but you have to purchase it. Windows 2003 Reskit is a free
download.

configuration? The info which appears when I type "instsrv" at the command
prompt doesn't tell me anything about that.
