Installing programs

I am trying to install paperport 11 in my windows vista 32 bit that files
that are needed are currently in use Windows Explores process id 3232. I
have closed all programs. In addition I went into to ms config and disabled
start up programs. Suggestions.

after you disabled all startup programs, did you reboot and properly answer the prompts afterward.
