I am having a big problem installing programs with windows installer. At one
time I had a portable hard drive connected to my computer. It was only there
for capturing video and things like that. Now every time I try to install a
new program I get an error message that it can not locate this protable hard
drive.

How can I get windows to recognise only the "D" drive and start installing
to the right place?

You can try the cleanup utility or take a gander here:

I haven't seen your exact problem so you'll likely want to root about in one
of those two links.
