installing on new hard drive

I have a new (used) laptop that I want to install XP on.
I have windows 95, a windows Me upgrade and I purchased
an XP upgrade. My problem is that I only have a CD-Rom.
The HDD is new and has nothing on it.
If I put XP upgrade. it says that no operating system is
found. Same for Me upgrade or 95 full version.
I have the BIOS set up to boot on the CD drive.
On my home PC, I have the full XP version. If I try to
install it on the laptop, it recognizes the CD and start
installing.
To make a long story short, XP upgrade doesn't boot where
XP full version does.
 
Put your upgrade XP CD in the drive, boot the computer and
it should offer to install XP. You can use you Windows 95
CD as proof for the upgrade.

It says no operating system found because you need to open
the BIOS so it sees the CD as the first boot device.

Both the full and upgrade Windows XP CDs are bootable.
If you can boot to one and not the other, something is wrong with the
CD.
