installing on a terminal server

We have a terminal server. Users browse the internet. I
would like to protect this server against spyware.
Does anybody know if Windows 2003 Terminal server is
supported? Terminal Server is not on the list of supported
opperating systems.
 
I have loaded it on Terminal server and it does work, but
each user can manage the settings by themself
