Installing new Harddrive

I have a Dell Dimension 2400. I am trying to install a new hard drive
and when it boots up it beeps saying primary drive not found. It is a
Western Digital 40 Gig drive, the jumper is set to master and if I go
into my bios, it comes up under the hard drive setting. Is there
something else I should be doing. Every time I try to upgrade my dell, I
run into problems.

are we to assume it has no OS installed.

If not then you gotta put an OS disc in the rom drive so that it can format
the drive and boot up to load a new OS.

WD 40GB needs the jumper set to "Single" drive, not master,
if you don't have a slave device on same cable. It's easier
to just set it to Cable Select... is what Dell does quite
often.
 
I would say remove all jumpers and try without any jumpers, it is master by
default for some WDs

I can't say for certain about "all" WD drives but I do have
one in front of me right now and on it,

no jumpers = single
middle column (3rd of 5) = master
4th column (from left to right with label facing up) = slave
5th column (nearest power plug) = Cable Select
