Asked here = answered here.

You cannot. Downgrade installs are never supported.

Your only option is to:

1. Backup your user data files from Windows XP Pro.
2. Reformat the hard drive. Note that if it is using NTFS with XP Pro
then you will have to actually delete the NTFS partition, create a new
FAT32 partition in its place, and then format the FAT32 partition.
3. Install your Windows Me.
4. Install all your application programs, or at least the ones that
are compatible with Windows Me. Many new program versions no longer
support Windows Me and will not install. Office 2003 is an example.
5. Restore your data files from the backups.

Why would you want to go from the current version of Windows to an out
of date, no longer actively supported version?

Good luck

Ron, The reason I would downgrade a install is because I could do it legally,
I think Microsoft would consider my trying to install Win XP Pro to my
daughters machine is illeagle. I have it on my own machine, and purchased
new key codes from Microsoft, but still poor Bill Gates needs more money than
that for a 2nd machine installation. After a complete upgrade from XP Home,
when it boots up and I select a user I get a error massage System is shutting
Down; NT authotity\ System C:\windows\System32\SASS.Exe status code 128. So
I am guessing that when it registered at Microsoft, that they sent back data
to destroy my installation.
Anyway now you know why I would downgrade an installation. Leagally you can
give away 1 time your software purchase if it has been uninstalled from your
machine, and you include all the documantation with the software you give
away.
I can do that with ME, but not with the XP Pro I am using, no matter how
many key codes I have purchased.
