installing language features

I am trying to install Korean charachters on my computer.
When I use the keyboard button to switch from English
Charachters to Korean nothing happens. I think I have
installed them properly
Control panel>>regional options>>General Tab>>Korean check
box is checked. I followed the instructions to put my
server cd in to copy the files.
However nothing happens when I try to change my keyboard
What am I doing wrong

search for "MUI" (multilanguage user interface) on google to get the related info
