After upgrading to the latest free version of Any Video Converter, I now get
a message when I open up the program telling me to download and install GDI+
from Microsoft. No link, just a message that it's necessary to run the
software.

Is this the correct download?:

With a stable, "mature" W2K installation, I'm reluctant to install add-ons
from Microsoft that aren't related to security. Are there any unintended
consequences that would weigh against the benefit of installing this upgrade
of AVC (which seems to offer meaningful feature improvements)?

That is the correct download. I have installed it with no issues(running w2k
fully patched here).
