..Net Framework.

1 - What exactly is .Net Framework?

2 - What exactly does it do?

3 - How will it alter my PC?

It's a sort of virtual execution environment from MS, complete with
various libraries. It's very much like the Java Runtime Environment, if
you're familiar with that.

2 - What exactly does it do?

It runs programs compiled to target it.

3 - How will it alter my PC?

Not very much - unless you're running .NET programs, there won't be any
difference.
