Installing DirectX9b

I have DL'd DirectX9b, but am unable to install it. I get
an error message saying it has not been tested by
WindowsXP logo. What am I doing wrong?
 
You might have cryptographic services turned off. To check click
Start>Run>"services.msc" and make sure cryptographic services is started. If
not, start it.
 
Thank you for responding, Kevin! I checked & my
cryptographic services are started.
 
I can not believe that this is still the only thing to check. A lot of
people have been getting this mess with DirectX 9.0b. I would think that
some of them would have cryptographics services already started.

I beleive the other problem could be corrupted files, but I'm not sure on
how to take care of that. I suggest posting your problem in
microsoft.public.directx.misc

Just mention the problem and state that your cryptographic services are
going. I know there have been some posts about this problem in that folder
that have been anwered by someone who knows some other solutions.
 
I took this from a post in the microsoft.public.directx.misc - From Mike

I would suggest trying this:

"This is a common problem. You can try the workaround below. If they do
not
work, please send %windir%\directx.log.

1) Make sure your cryptography services are enabled. To do this, go to my
computer | manage | services and applications | services. Then go to
cryptography services properties and make sure the service is started and
startup type is set to automatic.
2) If you are running Windows on a FAT32 drive, run scandisk.
3) Try the resolution steps in

5) Remove temporary files in %temp% and (if installing end-user runtime)
