Installing CAD Software from a CD

I have a CAD software on a CD that I used to Setup in Windows 2000 professional without any problems but now it is not setting up.

Every time I try to install the software I get the following message "Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not currently installed".

I am not running Windows in Safe Mode and Windows Installer I have checked and it is installed.

Can someone please help to solve above problem so that CAD software can be installed as it used to.
