Installing Business Contact Manager for Outlook 2003

I am installing the Business Contact Manager for Outlook 2003 and the following error message comes up:"Error 1931. The Windows Installer Service cannot update the system file c:\WINDOWS\...\olepro32.dll because the file is protected by Windows. You may need to update your operating system for this program to work correctly.

I went onto the microsoft website and downloaded any updates I could find. It said that there were no mandatory updates that my system needed, only 4 optional ones, which I did load. I still got the same error message when I went to reload the contact manager again. I have Windows XP Professional. What should I do?
 
Are you logged on as the Administrator on the machine?

Yes, I am logged on as the Adminstrator.

Then it's hard to imagine why WIndows won't accept the update. This is an
error message we haven't seen before for BCM. You may want initiate a
support incident with Microsoft at
http://support.microsoft.com/default.aspx?scid=fh;en-us;incidentsubmit. You
will need a .Net Passport, but there should be no charge for filing the
request.
