Installing a wireless optical microsoft keyboard

I am following the directions by trying to install the
software first. When the instruction says to click on
install, a menu box pops up that says "computer is either
running on safe mode (which it isn't) or the Windows
Installer is not properly installed." I have searched
windows updates for windows installer and there is
nothing for XP home. My dad is unable to help. I have a
Pen 4, 3.0 ghz processor, 512 RAM. I searched XP disc for
the file and it doesn't exist, even in hidden files and
the same with SP1 for XP home. Any suggestions?
