Installing a program requiring flexlm

I am trying to install a program requiring flexlm on windows vista. When I
first try to install the flexlm license server I receive an error message
(error 1920) stating it failed to start the server. Verify that you have
sufficient privileges to start system services. I am an administrator and I
have tried to run the setup file as administrator but still it will not
install. Can anyone please help with this.

Depending upon the version of FlexLM that you are using, it may not work
with Vista. If you already have the license for your product, you can
install licensing by downloading the appropriate executable and performing
the manual steps necessary to install it as a service. Otherwise, you can
simply run the server in interactive mode or on a host that is supported.
