In the folder C:\Windows\Installers are a number of files and folders that
appear to relate to programs that have been installed. Have these
files/folders any further relevance or can they be safely deleted?

Software installed by *.msi packages can be managed more efficiently:
repairs, updates, etc. The info stored in the folders that you mention will
aid with these processes whenever necessary.
